Respondents Napa County and its board of supervisors adopted a mitigated negative declaration*fn1 pursuant to the California Environmental Quality Act (CEQA). (See fn. 2.) Appellants Fletcher and Roberta Benton and others sought a writ of administrative mandate to compel the county and the board to require preparation of an environmental impact report (EIR).*fn2 The trial court denied the petition. The Bentons appeal, contending that CEQA requires an EIR on this project. We affirm the judgment.
